I, like many concerned about performance Arma3. I decided to find out how many FPS I get when setting Ultra 12,000 meters, as well as Lowe's 12,000 meters. To do this, on the southern part of the island Altis I flew by helicopter to a height of 500 meters, as a minimum visibility in the game settings . Then I set the video settings on ultra using existing profile , as well as increased visibility and visibility of objects up to 12,000 meters, as seen in the image number 1 I got 20 FPS. Then I set the video settings at Lowe using existing profile , as well as increased visibility and visibility of objects up to 12,000 meters, and in the configuration file has changed "sceneComplexity" 1 for more precise experiment , as seen in the image number 2 I got 34 FPS . Pay attention to the quality of the image number 1 and number 2 , the difference in quality is huge , and the performance difference is negligible . I concluded that there is some sort of problem that reduces performance without changing the image quality. Then setting visibility of objects was reduced to 500 meters, and total visibility remained 12,000 meters. In the end, I got exactly the same quality image number 3 , but got 71 FPS. Can visually compare the image number 2 and number 3 , you will not see the difference. The difference is only in the range of visibility of objects in the image number 1 = 12000 , the image number 2 = 500 meters, but the problem is that there are no objects , as in the configuration file is written "sceneComplexity = 1" . To finally make sure that the setting OBJECTS VISIBILITY DISTANCE REDUCES PERFORMANCE EVEN WITHOUT OBJECTS , I put the camera in the 40,000 meters to the west of the island and at a height of 30,000 meters to nebilo objects at a distance of 12,000 feet from the camera. Then I typed settings Lowe, visibility and visibility of objects 12000 meters, and "sceneComplexity = 1" , it gave me 125 FPS, as seen in the image number 4 . Then I turned down the visibility of objects up to 500 meters and got 169 FPS, as seen in the image number 5 . meaning:
more objects = more polygons to render = more worse performance
I think you should write again your description text to have more visibility.
For my part i'm not sure to understand what you are requesting for.
If you disable objects by setting "sceneComplexity = 1" , or fly away from the island for 40,000 meters, and then change the setting visibility of objects , but do not change the overall visibility , the FPS will change , and very significantly. This should not happen , as the scene has no objects. I ask to get rid of the bug that reduces FPS without changing the image quality. This bug can be seen in the picture number 2 , I'm getting there only 34 FPS ! , Compare the quality of graphics on the image number 2 and number 3 , the difference in graphics quality is not, and the difference in FPS twice .

Correlation between server FPS and client FPS is a bug, FPS reduction because of higher draw distance (without adding vivid complexity to scene) is a bug too.
