Unit wont stay surfaced when you are in water that is just beyond the range where the unit can stand. The only way you can keep on the surface is if you hold ascend key.

Steps To Reproduce
Jump into the water, move to the coast. at some point you will encounter a point right before you are able to stand up, where the unit will keep descending a meter or so into the water.
Additional Information
It seems to occur at water depths from around 1-2 meter. I tested it at kavala bay.
Furthermore the staircase that is partially submerged in the bay, is very difficult to use.
