AI voices cannot be heard in multiplayer (not broadcasting)

Description

In single player or locally hosted servers (where you are the server) AI (friendly/enemy) can be heard communicating with each other. In a multiplayer (where you are not the server) or dedicated environment these sounds cannot be heard.

Without these sounds, battles are completely silent - enemy AI do not communicate at all or make sounds of distress, completely ruining the immersion.

Steps To Reproduce

Play any multiplayer mission with AI where you are not the server. AI voices are not broadcasted across the network (using PlaySound3D for example).
