We need an enable/disable keypress - to attach/detach boat ropes to the boat dock bollards.

So boats can snuggle up to a dock, and with a keypress you can tie it down with ropes(an instant "attach" if you are in the correct position).

Then maybe we could get in/out of boats without falling into the water so much.
