Constant Texture swapping above Standard Texture setting with spare VRAM

I am able to play at 2560x1440 resolution with everything ULTRA (except Textures) very smoothly. If I set Textures higher than "Standard" I get constant texture swapping and as a result the game stutters to the point where it is quite unplayable. My VRAM usage never goes over 1600MB with "ULTRA" textures, so I'm wondering if the texture VRAM budget is too small for this resolution?

Would it be possible for you to expose the texture VRAM budget parameter within the config file to test/improve the VRAM usage?

When entering new areas or zooming, textures start loading/caching and this causes the stuttering.

Additional Information

I'm playing on a GTX 670 2GB in 3 way SLI, an Intel i7-980x CPU at 4.5ghz and 6GB of fast system memory. The game is running from a SSD.
