Just tested it in M2A1 - there is no option at all for the driver to turn out

There is driver's hatch on m2a1 under the turret, one word comes to mind - decapitation! LOL!

It is possible to force driver and gunner to turn out with action but they pop inside the turret.

irl the Merkava needs to turn its turret for the driver to mount and turn out. I think you can open the hatch and pop the seat so your eyelevel is just barely above the rim of the hatch, though.
