Fly a helicopter on a windy day, or in a thunderstorm. Zero your speed, then completely level off with the horizon. You will be in a stable hover, even in winds of 100 km/h (about 62 mph for those of us who use the imperial system).
Wind does not have any affect on ground vehicles either, but this is not as big of an issue (except maybe on lighter vehicles). Lets face it, a 100 km/h wind is NOT going to even really rock a 60 ton tank, but it will make most helicopters and fixed wing aircraft a significant challenge to control.

i agree i'd love the immersion of wind blowing me around a lot in a little bird in stormy conditions, it would make missions with helicopters so much more intense, though i'm not sure how the AI would cope with it
I'm not sure either, but really, they should be able to deal with it just as if their helicopter was drifting. The problem, I believe, would probably be with autohover. It would deal with it, but would never truly zero lateral motion. With that being said, I've never seen a real helicopter pilot, no matter his skill, hover with absolute 0 lateral motion. It may appear that they are, but truly, they are only sensing the motion of the heli before it accelerates beyond a few inches, and compensating for it.
