After making sure there is a player unit on the map:
Click the Insert Unit icon on the left hand menu.
Double click anywhere on the map and in the resulting dialogue, choose side "Empty".
Choose class "Tents".
Fail to find any tents in the "Unit" drop down.

Not a big deal, but it's a detail which might throw people off when they are editing.
