ARMA 3 Crashes at startup

Description

I tried playing ARMA 3 after a week of not touching it.
Now that I'm trying to play it, I get two errors on startup saying:
"No entry 'config-bin.tooltipDelay'" and "shaders not valid (mismatch of exe and data?)" I have verified game files and always reinstalled the game numerous times and these errors are still present. {F21515}

I have put my DxDiag but That file path you put is unavailable to me.
I search C --> Users --> <Myname> and I see no AppData file anywhere.
Any other ways of getting the files?

appdata is a hidden folder, write %appdata% in search (in windows start menu) press enter.

I have found it.
Here are all my Arma 3 folders.

This file is from documents and not from C:\Users\<Name>\AppData\Local\Arma 3\.

When you don't have enable show hidden folder, you will not see these Arma files in app folder.
