If you want to slow down frag throw rate you have to do the same for smoke grenade and chemlight. It feels wrong at the moment that you struggle to get another frag out but can chuck smoke like a champion, it feels like bug. Smokes should have the same rate at least cos you have to pull the imaginary pin too.
