Steps To Reproduce
Either create a speedboat unit or an empty speedboat in the editor, add cargo, preview, and try to access the boat's inventory.
Additional Information
The vehicle is certainly big enough to hold inventory, and adding water related items to the inventory (wetsuit, rebreather) would be a lot easier than equiping each soldier with it via a backpack or requiring them to access a crate prior to boarding.
