New scripting command: setUnderwaterVisibility

Description

Since underwater visibility can change for a variety of reasons I propose a new scripting command called "setUnderwaterVisibility" to set the visibility of underwater environments as a tool for mission creation.

The devs could just adapt the fog system for this command underwater.

The old fog already works underwater. The new fog creates something that look like a graphical bug/glitch.
