Underwater NVGs cause over brightness at night

Description

To "limit viewdistance" effect used for NVGs underwater gets an intense brightness at night, especially when looking towards the surface, even if there are no lights around (example in the middle of nothing far west outside the map bounds).

Steps To Reproduce
  1. Set time at night. (Used to test: 9:00 PM)
  2. Setup your soldier with diving equipment AND NVGs
  3. Get deep in the water
  4. Turn on NVGs

Notice how the "fog-like" effect used to limit the viewdistance underwater gets overbright, especially when looking up.

Additional Information

Tested in latest DEV build as of May 15th update.
It doesn't happen 100% of the times, but moving the view around a bit should be a good way to make it happen

Happens to me also, feels kinda odd? I dont know how NVGs work underwater in real life but this seems wrong!
