When you kill a fish under water the fishes AI freezes and becomes immobile. It also is creates a barrier and you cannot swim within a certain radius of the fish without being blocked. The fish, when it is killed, should float up instead of freezing in the water creating an invisible barrier. When the fish AI freezes it freezes in the position when you shot it. It just doesn't look appealing to see a floating, not-moving, dead fish.
