Shouldn't weapons themselves be checked for by the A.I., either visibly or by a search and shouldn't that affect how A.I. handles a person?

Maybe this is already done with a threat value, but if a civilian is toting an assault rifle in a war-torn area, an area under martial law, or even in an area under rule or law, shouldn't that get a reaction from soldiers, law enforcement and civilians alike?

As if the weapon should be an entity with a SIDE all its own?
