Placing Site module to garrison villiges will sometimes spawn a vehicle within a building causing the vehicle to explode. Its random garrison will sometime place vehicles inside structures which would cause the vehicle to mostly explode.

Steps To Reproduce
Add a "Site" module to an area with buildings. Select type to be "base"
and every now and again a vehicle may spawn inside a building and explode on spawn.
