Creation of a new section in the forum dedicated to suggestions and possible features

Description

In order to properly segregate users's proposals from bug report and game mechanic optimisation this new section will be a place to:

  1. Debate about users' suggestions (as example having female models available) apart from game testing, to properly separate a proposal that MAY be used WHEN is it time to implement it from a bug that need to be fixed ASAP.
  2. Votes will apply on the PERTINNCE of the suggestion, no more on the pertinence to IMPLEMENT the suggestion.
  3. BI may use this section to see if some "internal" ideas may receive a positive echo from users.
