I can't host a game for my friends where they can join, but i can join them.
Windows 8 creates many firewall exceptions when I have it installed on another folder than where steam is located.
It's in C:/Steamlibary the game is located. {F17089}

We are really sorry but we are not able to modify Windows firewall settings.
When playing an MP game, it is very often, that games need some exceptions in firewall in order to function properly.
This is not Arma 3 related issue, closing
