Issue Description:
When setting the map view distance to 25,000 meters, enabling overcast weather, and ascending high into the air, it becomes apparent that cloud shadows do not extend across the full draw distance.
At the edge of the cloud shadow rendering range, there is a visible seam where shadows fade out, then fade back in, in a repeating cycle.

  1. Set view distance (or terrain/map draw distance) to 25,000 meters.
  2. Set weather to overcast.
  3. Ascend high into the air (e.g., via flying vehicle or camera).
  4. Observe the cloud shadow boundary — at long range, shadows disappear and reappear in a loop near the draw distance limit.

Expected Result:
Cloud shadows should extend smoothly across the entire visible area up to the configured draw distance, with no visible popping or cycling.

Actual Result:
A shadow rendering boundary appears where shadows fade out, then fade back in repeatedly, breaking immersion.
