AI inactivity in Warlords

Description

When playing Warlords with bots, we have noticed that the AI controlled squads eventually stop moving for long periods.

For example in our most recent game, about 50% of our allied bot squad leaders (and their entire squads) bought APCs, got to a bridge, then abandoned the APCs and stood around doing nothing for 20 minutes. It was no where near a point to defend, their AI had seemingly just borked out.

The only way to "cure" them was to shoot at them, and that would release the squad. So something in the AI script was going wrong, I'm just not sure what. It could be that we were capturing a point too quickly or their AI wasn't picking up on new sectors being selected?

Steps To Reproduce

This is both easy and difficult to reproduce. By that I mean it will happen throughout a Warlords game but because we aren't clear why it is happening, we aren't sure how to trigger it. It happens without fail in every single one of our Warlords games though.

We host the game locally and it is usually 2 players + all other slots filled with bots in the 64 player Warlords game.

I would suggest playing a game of Warlords, capture some point as you go, and then watch out for any AI on the map that just aren't moving. Then fly to them and see how they are just standing there, staring into space for a very long time / indefinitely.
