Steps To Reproduce
When I Stop it during the restart loop, i leave it for awhile (30 min to an hour) then Start it again.... it's fine until just before the Restart... then it gets stuck in the restart loop... so i repeat the process to turn my Server back on.... then it works for awhile again...
