Title mostly, the PCML has for quite a long time been incredibly inconsistent in its damage capabilities, in both attack modes, ever since the Tanks DLC roughly.
It ends up being just unusable in most cases unless you are literally forced to use it, and in that case it could easily just not do anything when you need it to on any target.

Steps To Reproduce
- Start Arma 3 with no mods
- Go to the editor
- Place down a NATO or AAF Rifleman(AT), set him to player, and place down an empty MRAP of any faction some distance away.
- Press Play Singleplayer, switch to your PCML, and shoot it at the vehicle, if need be change the empty MRAP to a manned one with a person inside so you can lock onto it and use top down.
- Observe as the vehicle sometimes just survives despite the exact same firing position and the high base damage on the PCML, and more often than not top-down attack can just not deal damage properly.
Additional Information
This is really annoying to deal with as the PCML has the potential to be a really good alternative to the MAAWS(and serves as a more beginner-friendly version despite not being a disposable like its real life counterpart) but this inconsistency of damage can just cause detrimental moments in which you really need the rocket to kill/turret kill/mobility kill and it will just fail to do so, causing you to retry missions in singleplayer or just die in multiplayer.
