Scenario Framework: Use Random Order does not work.

Description

AI pick the same waypoint every time when 2 patrol waypoints are present. There is no randomization happening.

This causes issues with AI driving because ALL the vehicles converge to the same waypoint and wreck.

Steps To Reproduce

Run attached scenario.
Observe AI located in ETS>Layer1.
AI will always turn to the right when leaving the Industrial Compound towards Entre Deux.

NOTE: This is a simplified setup to demonstrate the problem.
