Navmeshes generation at high altitudes

Description

Navmeshes do not get properly generated at altitudes above 620 m (when using the default cell height of 0.1). There's probably a limit for the maximum number of y grids that is currently too low, considering that terrains support an altitude of up to 1800 m.

Steps To Reproduce
  1. Open HighAltTest in workbench
  2. Open worlds/HighAltTest.ent in world editor.
  3. Go to tool for navmesh generation
  4. Show result for soldiers navmesh.
  5. Compare navmesh at Pub_SeaLevel with Pub_HighAlt (note that the navmesh is located below the terrain for the latter)
