Navmeshes do not get properly generated at altitudes above 620 m (when using the default cell height of 0.1). There's probably a limit for the maximum number of y grids that is currently too low, considering that terrains support an altitude of up to 1800 m.

Steps To Reproduce
- Open HighAltTest in workbench
- Open worlds/HighAltTest.ent in world editor.
- Go to tool for navmesh generation
- Show result for soldiers navmesh.
- Compare navmesh at Pub_SeaLevel with Pub_HighAlt (note that the navmesh is located below the terrain for the latter)
