In these 2 pictures you will see that you get no X or E when you come to a ladder to interact with (first picture). If you climb the ladder and you can when you come back down you will then see the X or E to interact as shown in the (second picture) but not until you come back down from where you climbed. I have found this on multiple maps with the ladders
