[1.25 Stable] VOIP Doesn't Fade Over Distance (Voice Dropoff)

Description

When a player walks away from another player, their voice should gradually fade or lower in volume as the distance increases. Currently, the voice remains at the same volume regardless of distance and abruptly cuts off once out of the other player's radius.

Steps to Reproduce

  1. Have one player start talking or making sound using VOIP.
  2. Move away from the player.
