This is not new to 1.24, I have data to reflect it's been occurring since 1.23, and more than likely it's always been like this.

Over the course of 16+ hours of uptime on a full pop server, the server memory usage is over 30gb

Obviously, the solution is to periodically restart, but I mean really, 4 hour restarts. Even still it's probably worth addressing.
