The glowstick wall phase glitch has allowed hundreds of players to set up hidden bases/stashes in areas that are not meant to be accessible (e.g. rooms in existing structures like apartment buildings). These players are using alt accounts to pass gear in and out of these spaces that are meant to be inaccessible.

This will continue to be an issues until all official servers are wiped or all player positions are reset.
