If you cut up a flag on a flagpole instead of removing it via inventory at the bottom, the pole thinks the flag is still there. You also can’t add a new flag.

Steps To Reproduce
Put a flagpole in a small building or watchtower, raise flag. Cut the flag up anywhere except the bottom. You can use anything you can normally cut a flag up with. Once the flag is cut into armbands, everything that was protected by the flag is still protected, and a new flag can’t be put on.
