In game master, if you place a soldier, then "hold x" over the soldier to bring up the Context Menu, the wheel appears, but with no tool tips and it doesn't work. If you release X, then try again, the tool-tips appear and the commands work.
The same thing can happen in game when you bring up the inventory quick-select wheel - the first time it is empty, the next time it includes your map, compass, etc.
