As far as I can tell, when using an Xbox Controller, and in the inventory screen, there is no way to assign an item to the quick-bar locations 5 through 10, which I'm assuming are the different segments of the Radial Menu that appear when holding down the inventory menu.

It appears that when playing a "real" game mode, like combat ops, rather that "game master", items do appear in the radial menu, but if you go into the inventory and try and edit those items, you get the close-up of the torch visual glitch.
