When building fences on elevated surface such as a concrete foundation, the barbed wire will appear visually floating in the air when attached to the lower part of the fence.
I am unable to find the hitbox for mounting when having pliers in my hands. Even after trying to elevate myself with various items such as wooden boxes and even standing on the hood of my car, I am never able to mount the barbed wire.

Steps To Reproduce
Build a fence on a certain elevated surface (Such as the concrete foundation on the opening side of the parking lot east of Stary Sobor)
Attach barbed wire to the lower part.
Observe barbed wire floating in the air.
Equip pliers and you will in some places be unable to find the hitbox.
