You can not combine bullets together in any clothing inventory slot. I have tried with 3 different calibers (7.62x39, 9x19mm, .380 ACP) in each inventory slot (Vest, Torso, Pants, Backpack) and you are unable to combine bullets together. It does work if you drop them in the vicinity, however.

Split any ammunition in the inventory, hold one half in your hand and attempt to combine with the other half in your inventory.
