On the community servers we have a serious problem regarding the construction of a vegetable garden, as players can make a vegetable garden, one on top of the other anywhere, one on top of the other, on trees, buildings, etc. You should allow the vegetable garden or garden to be done ONLY with FarmingHoe. This would solve the problem, as in that case, server owners could remove this item from their servers, solving this problem, leaving only Pickaxe and Shovel to do the base builds. Different tools must have different functions and properties. It makes no sense to have three different types of tools to do the exact same things.

Making garden plots only diggable on the actual ground, and only in soil, should be easy... after all it used to work that way perfectly well until a certain update dropped, so obviously just a lack of oversight and testing from the developers and them now seemingly more worried about adding new unwanted content than fixing the bugs their prior unwanted content created

garden plots are pretty much useless anyway... in terms of resources and time needed along with the rapid despawning of any harvest... better off running in circles around the same area picking up the fruit and shrooms that you spawn in
