There is some kind of object collision on the police station spiral steps. The collision prevents you from walking up while you have your gun up or when aiming down sight, forcing you to lower your weapon in a dangerous spot. I believe it also occurs while crouch walking up too, but not sure. The collision is on the bottom spiral staircase and possibly on the second level too, but can't recall.
