All three versions of the improvised shelter will not complete the build. After laying the improvised shelter kit and attached all required materials, the final stage to build will prompt and will go through the build animation, but it does nothing after the build cycle.

No. The Shelter Kit is being placed on flat surfaces and no buildings or other objects within close proximity to clip into.

Is it possible that your character has been too close to the shelter when building it? As the character can not stand too close to it in order to build it successfuly.
