When attempting to build a base in the land cementworks hall, fence kits and watchtower kits can be deployed. Materials can be added (nails, planks, sheet metal ect) walls can be erected, but barbed wire can not be added. Some attached items disappear into the floor. Tents can be deployed, but you can not access the storage tents offer on the main floor of this building. Without barbed wire on the fences/gates they are ready to boost over with a car. Everything built or placed on the main floor looks to "sink" into the floor. I have tested this in multiple identical buildings in multiple areas across the map. This building could be one of the best base locations due to multiple floors and defensive areas.
