Yes. Been like this for at least a year, most likely longer.
It's like the lighting textures are missing on everything, so much so that i've been referring to it as the 'no shadows' bug. You'll notice that shadows are missing when this happens and it makes everything low contrast and the sky blinding bright unless you keep your reticule below the horizon while moving/looking around. It really strains your eyes if you continue playing.
Only sure way to fix this is by closing the game and restarting it, although just logging out will work on occasion.
