Myself and a friend were playing a vanilla experimental server (ZERO Experimental 1.14) last night on 9/14. We both were having FPS issues and stuttering. The stuttering was intermittent but FPS spikes and drops were constant. The ZERO server is European and we are both in Philadelphia, PA, USA, with ping between 100-120ms. This issue has only presented itself on experimental, not on other non-experimental servers.

The stuttering I was experiencing would happen every 3 seconds, but would also stop randomly. I couldn't tell if it was just happening in dense areas (chernogorsk industrial) or less dense areas like Orlovets. We both tweaked our video settings to no avail.
