Place a site module in the editor without changing any parameter
Start the game
in my case, 3 men had googles.

Due to the way Arma identities determine what eyewear to give to a unit when it spawns there is a possibility for multiple of them to spawn with the same eyewear. This is completely up to randomness and not something that we can directly fix without removing the option for the crew goggles to be chosen at all.
