Time and again I give them orders and rather than complying they refuse or out right fail to do it reporting Negative when it is well within their ability to do so, buildings and vehicles apparently break the AI as they won't do as ordered, why?

Steps To Reproduce
Go into a building and go up a level then order them to regroup, or get in anything other than a truck and order them to take positions, with every attermpt to make them comply, they won't.
