[Request] Enable different optic textures and zoom levels for vision modes

Description

Request to have the different sights for normal/night/thermal vision modes be supported properly by the engine. Its a functionality that lots of content (including paid) could use but one that so far everyone has had to implement with a hack. Right now GM and various mods (RHS) do this by the zoom key.

It would be better switch into T72 gunner night vision by pressing N rather than 6x zoom in. Which normally means frantically zooming both ways until you somehow finally land at the right mode - not a very professional solution.

Now that the official paid content has older vehicles where the gaps in ability between various vision modes were more pronounced and tactically relevant this would be a nice thing to have along with the next Cold War DLC.

Same functionality could also be useful in toggling night illumination in rifle optics.

tl;dr

-Make it possible for vision modes to have different sight images.

-Make it possible for vision modes to have independent values for available zoom levels. (for example 1x-2x-4x-8x for normal and 1x-2x for NV)

-Retain default behavior if above has not been defined in config

-Also add a config flag for light sources (flares, vehicle lights, weapon lights) to be only rendered for the player when night vision is enabled. This would allow for basic simulation of 1st gen NV devices.
