1.09's changes to the loot economy are far too drastic. Junk items are cluttering up servers and blocking fresh loot from spawning and the excessively long restock timers are meaning that many towns (especially spawntowns) are almost completely stripped bare.
These changes should be made in small incrimental steps, not huge sweeping changes.

Please revert to the pre-1.09 settings and incrementally make adjustments as you go until you reach the desired state because these huge changes never work as intended- look at all the changes to bleeding over the last year or so.
