The night vision toggle switch dissapeared while i had night vision goggles on, if i equip a headtorch the toggle switch is there but not when i put NVGs back on with a tactical helmet.

This is a known issue and it is scheduled for a fix. When equipped on the character, the turn on option is present in the Quickbar Radial Menu - Opened by Pressing RB. At the top of the menu there is an extra "item". If you click on it, you should be able to toggle the NVG on.
