I tried to modify the existing buildings to build a base, I chose the police station because of the layout and the flat roof and because it is a central point for every player.
but you are allowed to build on the roof but not everywhere where it should be allowed, an other failed project because of it as I couldn't enclose the whole roof area with walls.
