Multi keybinds does not work

Description

When trying to create multi keybind combinations ie. Right CTRL + Mouse Wheel Up for any action (lets say for reports sake Zero Up) the keybind gets reverted to Right CTRL, Mouse Wheel Up after applying changes and reloading keybindings screen.

This renders possibility to use more flexible and advance key combinations impossible as instead of triggering Zero Up by pressing Right Control
+ Mouse Wheel Up you trigger what ever action is bound to those keys.

Steps To Reproduce
  1. Open keybindins screen
  2. Add key combination to Zero Up action by activating keybind and pressing Right CTRL + Mouse Wheel Up at the same time
  3. Observe that you have Right CTRL + Mouse Wheel Up bound correctly to Zero Up
  4. Apply and re-enter keybindings screen
  5. Observe Zero Up keybind as it has been reverted to Right CTRL, Mouse Wheel Up

Could you gyus close these control related issues as there won't apparently be any progress regarding them.
