Started happening after upgrading to AMD 5700XT. Have tried rolling back drivers, re-updating drivers, setting manual amount of CPU cores, re-installing Arma 3.

this error is very general. It can be caused by many things. Corrupted gpu drivers, unstable overclock or wrong video game settings after changing gpu card in your case. Could you please try delete Arma3.cfg file located in Documents\Arma 3 and then run game again for recreating this file with correct settings?
