Steps To Reproduce
Go to Cherno or some heavy traffic area at night-time servers, go to the highest tower you can get to and watch without using the "eagle eye" focus mode (middle mouse button).
Whenever you spot someone running with a flare or flashlight up, just zoom-in to that particular area and the lights will go off instantly, it will come back once you zoom-out.
