Analog braking broken in cars (only 0% and 100%, gas works fine)

Description

When you use a steering wheel with pedals for driving cars, the analog brake does not behave like it should.
The analog gas pedal works fine, but the analog brake pedal is only full brake or no brake.
You basically cant adjust the brake power with the pedal.

As additional feature it would be nice if you could select that you cant drive reverse with the brake pedal.

Steps To Reproduce

-Connect a steering wheel with pedals to you pc.
-Set up both axis (+ and - direction for each pedal).
-Accelerate with the gas pedal (works fine)
-Brake with the brake pedal (only 0% or 100%)
