I get this error after pressing the PLAY button on the Arma3 launcher window and the game will not start:

There is a running time listed after that, usually about 11 seconds.

Steps To Reproduce
Totally uninstalled Steam and all associated games. Reinstalled all games, including Arma3. Error continues for Arma3 after fresh install.
Additional Information
Arma3 is not installed on my C: drive, but my E: drive, if that makes any difference.
